I retired with the rank of Master Sergeant, having served over 23 years in the Army and Army Reserve.
I understand business operations.
As Alderman, I will apply the management experience I gained as Executive Director of two non-profit organizations and the skills I learned when I earned my Masters of Business Administration to build a more effective and efficiently managed government.
I have a working knowledge of city governance.
In my sixteen years as Alderman, I have served on many important committees including Ways and Means; Transportation; Streets and Refuse; Parks, Recreation, and Forestry; Housing; Urban Development and Zoning; Public Employees; Public Utilities; and Public Safety. I am currently the Streets, Traffic and Refuse Committee and third ranking member of the Board of Alderman.

Jeffrey Boyd was sworn in as Alderman of the 22nd Ward of the City of St. Louis in April 2003. He was born January 13, 1964 in St. Louis, the second of six siblings. He was taught at an early age the values of hard work and civic responsibility in the St. Louis Public School system. Jeffrey joined the U.S. Army during his senior year in high school. He then shipped out to basic training as a private on August 3, 1982. He has taught Budgeting and Community Development courses as an adjunct professor at Harris Stowe University.
Jeffrey spent a large part of his career in the U.S. Army, retiring as a Master Sergeant. As a soldier, Jeffrey rose swiftly through the ranks and held a variety of leadership and staff positions. After returning from active duty, Jeffrey earned his undergraduate degree in Individual Studies from Columbia College. He then went on to receive an MBA from Fontbonne University.
He served 8 honorable years on active duty before returning to St. Louis. In 1990 he married his wife Patrice and they settled in the Hamilton Heights Neighborhood in the City of St. Louis after rehabbing a 4-family flat. This was the beginning of his over 18 years experience in neighborhood development.
In 2005 Jeffrey retired from the U.S. Army Reserve as a Master Sergeant after accumulating a total of 23 years of military service. Jeffrey’s commitment to community service goes beyond being a soldier and leader in his community. He has also served with various not-for-profit organizations.
Prior to becoming Alderman, Jeffrey held various not-for-profit positions that included: Procurement Manager, Weatherization Director and Executive Director for 2 community development organizations. Jeffrey’s dedication to volunteer community service has been demonstrated by his leadership on the Catholic Campaign for Human Development for over 3 years, Facilitator for the United Way—Management Assistance Center for 3 years, and the National Conference for Community and Justice.
Jeffrey has earned a reputation in St. Louis as a strong advocate for the 22nd Ward and the City of St. Louis. He is currently serving as a mentor with Big Brother and Big Sisters since 2008. Jeffrey and his wife Patrice are the parents of three children, Jeffery Jr., Brittany, and Kayla and granddaughter Darrielle.
